DIPLOMASI MILITER INDONESIA DALAM UNIFIL: MODEL PENGUATAN PERSONEL SATGAS MCOU BERBASIS MANAJEMEN SDM
Abstract
Indonesia’s participation in United Nations (UN) peacekeeping missions has long been an integral component of its defense diplomacy. The United Nations Interim Force in Lebanon (UNIFIL) represents one of the most strategic missions, where Indonesian troops play a pivotal role, particularly through the Military Community Outreach Unit (MCOU) Task Force. This article analyzes a model for strengthening MCOU personnel by applying perspectives from human resource management (HRM), military strategy, and defense diplomacy. The findings indicate that the effectiveness of the MCOU Task Force largely depends on multidimensional, competency-based selection; intensive training supported by modern technology; mastery of military diplomacy; and mental preparedness combined with cross-cultural communication skills. The study underscores that Indonesia’s military diplomacy is not solely reflected in the deployment of troops, but also in the continuous improvement of human capital that serves as ambassadors of peace.
